In reply to
your letter of December 20, 2000, I have to inform you that in
spite of the fact that
you made a decision based on section 17.(1)(a) of the Ombudsman
Act to close my file, my case
is still unresolved and my family situation became even worse.
Under my
circumstances, although it has been almost one year since your
decision has been
made, I did not find any "law or existing administrative
practice" that appeared to be an adequate
remedy for my complaint. What I do know, however, is that they
(government officials) denied
proper training and certification and tried to force me to
perform forced or compulsory labour
for free (up to 70 hours per month) at community placements in
exchange for my welfare cheque
of $236.00 instead of resolving my case. For more details, please
find an attached copy of a letter
addressed to the Minister of Community and Social Services.
Therefore,
taking into consideration the additional information provided in
addition to the
information transmitted to your office by Honourable Robert G.
Thibault, Minister of State, on
August 29, 2001, would you like to use your paramount powers
conferred by section 14.(3) of
the Ombudsman Act in order to investigate the
Ontario Human Rights Commission's investigation
and decision regarding my case?
I can
assure you that the Commission's decision was based on an
investigation which was "not
resolved through normal procedures of investigation and
conciliation" and not conducted in
accordance with the Commissions enforcement procedures and
Code of Ethics. Consequently,
the Commission's decision has been contrary to the law, was
unjust, oppressive and wrong.
