As you know, we have been unable to resolve this complaint through our normal procedures of
investigation and conciliation.
For this reason, the complaint will be referred to the Commission for a decision as to whether or
not it will refer the subject matter to the Board of Inquiry pursuant to Section 36 of the Human
Rights Code.
I have enclosed the Case Analysis report which will be before the Commissioners when they make
their decision. Please note that the Officer has made a recommendation pursuant to Section 36
of the Code in the body of the Case Analysis. However, the decision lies entirely within the
discretion of the Commission and the Commissioners may or may not approve the Officer's
recommendation. That being the case, you may wish to make submissions accordingly.

Any reply you may wish to make to this report will be sent to the Commission for review. If you
