  This will acknowledge receipt of your letter of December 14, 1997 in which
you referred to the complaint which you had registered with the Ontario
Human Rights Commission concerning your allegations about harassment
and discrimination on the basis of place of origin and ethnic origin. You
maintained that these issues had been raised with my Investigator, but
that she had refused to take them into account.

  A review of your file shows that when you originally came to my office, you
had advised my staff that an OHRC staff member informed you that you did
not have grounds for a complaint. In a letter dated March 25, 1997, a
member of my staff, Tim Arkell advised you that you could write to the
Commission again to expand on your reasons for wanting to register a
complaint. Mr. Arkell further advised you that Ombudsman Ontario is an
office of last resort and can only review matters once all available avenues of
redress have been exhausted . The Ontario Human Rights Commission is the
proper authority to investigate complaints about discrimination and it is the
most appropriate body to deal with your concerns. It was for this reason that
your complaints about discrimination were not included in our investigation
into the actions of the Ministry of Environment and Energy.

  As you indicated that nothing had been done with your OHRC complaint for
six months, an informal inquiry was made to determine the status of your
file. We were advised that Commission investigations are conducted in
chronological order based on the date of receipt of the complaint and that
your concerns would be investigated once cases filed prior to yours had been

dealt with. Please be advised that I do not agree that my investigation has
obstructed your ability to proceed with your Human Rights complaint.

This office will not respond to further communications on the issues you
continue to raise. We are not in a position to dedicate our limited resources
on matters more appropriately dealt with in another forum and to which we
have already responded. If you have a new complaint about an organization
that falls within our jurisdiction, we will review it.
