Recently, I received the Human Rights Commission's decision regarding my complaint, File No. ********

As I already informed you in the letter dated June 15, 1999, the human rights investigator
abused her power and decided to finish the investigation although I had asked her in
writing to allow me some extra time in order to collect some information which she
previously asked me for. Also, as I already proved, I was looking to receive Legal Aid
during the investigation in order to get some legal advice. In addition, thanks to a political
intervention, the human rights investigator tried to influence my opinion concerning the
respondent's name. In this way she mishandled my file acting in an inequitable manner,
and not in accordance with the Commission's enforcement procedures and Code of Ethics.
Moreover, she didn't resolve the complaint through normal procedures of investigation and
conciliation as she already acknowledged in her letter dated May 10, 1999. Therefore,
based on the evidence provided in my package dated June 15, 1999 that there were some
issues regarding the integrity of the Commission's administrative process, I would like to
appeal the Commission's decision.

The Commission's decision cannot be based on an unfair investigation which has not been
resolved through normal procedures of investigation and conciliation. For this time, I am
asking for an independent investigation outside the Human Rights Office. So far, this office
has proved to be an arms-length of the government in order to protect the interest of the
government and top government officials implicated in human rights discrimination cases.
