Dear Mr. Lewis:

Re: File No. - private

Thanks to Hon. Howard Hampton's letter of April 8, 2003 that was transmitted to your office, I
had to stop for a while my "very drastic course of action", and to rethink about it.

While I appreciated the sympathy and overwhelming nature of my on-going concerns expressed
in that letter, I did not understand, however, why I should seek counselling as long as I have asked to
the appropriate authorities to apply the law. I did not ask the authorities to make me some favours
in order to resolve my issues in the manner I would want them to. I just asked them to apply "the
rule of law" for protecting my rights. In addition, I do not think that it is appropriate, that after my
profession, my family life, and the future of my daughter have been destroyed, to give up now
and to go on with such an unhappy and miserable life.

Consequently, having in mind the image of poverty that oppresses our family day by day with the
option of becoming homeless, and that my daughter cries almost every day telling me that she is
unhappy, I have no choice but to start my action again. I will restart, therefore, my hunger strike
protest on April 28th, 2003, as a last democratic option to fight for my human rights.

Thanks to Hon. Hampton's letter and this delay, I hope I will be able to protest in front of
Legislature building, too, beginning on April 30th, 2003 when the Legislature resumes.

Sincerely yours,

Ioan Moraru
